Use NFHS and NCAA Rules as they haven't changed from 2007 to 2008.
Ball exits over the endline within the goal area on a) a shot or b) not a shot.
Ball is awarded to a team. A team now calls timeout. Where is the restart location?

For NFHS, rule 4-29 (changed in 2006) states restart where the ball went out for a shot over the endline and restart outside the box for over the endline but not a shot. The logic escapes me, it just seems to be a trap for the exam.

NFHS
Shot: Restart where ball went out
Not a shot: Outside of box
NCAA (2007 book, p 57, AR 118)
Ball is restarted where the ball went out, shot or not.

And the reason for confusing the poor referees doing college (or high school using NCAA rules) and high school using conventional rules is.....

It's another opportunity written in the rules to make us look good when we get it right and can cite our sources. :bull: Seriously, we could probably get into the rule writers' thoughts of advantage/disadvantage, but I like my way better.

And after a timeout - the team doesn't lose their advantage/position - essentially restart at identical location that you would have restarted without a timeout called.
No. In HS rules (not on a shot) on a TO you would move to another location if the ball went out off the end line inside the attack area (box).
I will try to remedy this discrepancy next summer in the rules meeting.

The NFHS restart after a shot seems logical to me. Assume you are up in a 1-goal game with seconds to go in the game. The other team is attacking your goal, shoots over the endline behind the goal, and regains possession. If you call a time out then the other team would be disadvantaged by having to restart out of the box, not at X, so the restart after a shot at the same point makes a lot of sense.
No one is arguing that, after a shot over the endline and then a TO, you re-start at that spot. What I haven't heard is a good argument as to why the restart location is outside the box on a TO after a mere out-of-bounds (not a shot). The NFHS rule should be the same as the NCAA rule: re-start at spot, regardless.
