Rule 4 A.R. 12 'On a faceoff, or at any other time during the game, A2 clamps the ball and the ball becomes stuck in his crosse so that the ball is withhled from play Ruling: Immediate whistle, award the ball to Team B.

I would argue that the ball is stuck if A2 is able to pick up the ball with the reverse side of the crosse and with the crosse in a horizonal position. If A2 clamps the ball and then rises to a 'normal' standing position then he has 'raised' the ball 24-30" then I have to think the ball is stuck but I am not sure if that is what 'stuck' means in this rule. Do we let him shake it loose at that point?

You are correct and maybe too lenient. Anytime that FOGO man lifts the ball up off the ground with the ball in it "upside down" he is defying gravity. Ball has to be stuck. And you know for sure it was stuck if he then proceeds to shake the ball loose.

It is legal to flex the head so it momentarily pinches the ball to aid lifting it off the ground, but if it defies gravity it's stuck. Blow it dead and award to the opponents. As eme says, if he has to try to shake it out it is definitely a stuck and a turnover must result.
