Team A commits a personal foul (1 minute). 20 seconds into the EMO team B commits a personal foul (1 minute). Is the remaining 40 seconds on team A's personal foul locked in?
No, they are not simultaneous fouls. "From the moment the first flag is dropped until the whistle to restart the next play, all time-serving fouls involving both teams are considered simultaneous". B's foul above occurs AFTER the whistle to restart play.

No - penalty times for non-releasable penalties for players from opposing teams need to start at the same time to be non-releasable.

So, if team A scores within the next 40 seconds, team B's penalty is released and team A goes back to being "man down"?
