2008 NCAA Rules

Page 88 AR 25. Goalie A1 is interfered with while he has possession of the ball inside the crease, possible play-on. A free clear is allowed at the center line, but before the ball is put into play, Team A commits a personal foul. RULING: Team B in possession at the center line and Team A is penalized for the personal foul.

Page 89 AR 31 "....(b) A1 interferes with the goalkeeper, play-on. B1 then slashes A1 and the play is stopped. A1 serves 30 seconds for interference and B1 serves one minute for the slash. Ruling: "...ball put back in play from the spot where the second foul occurred, with the 20-yard rule in effect" (i.e. outside the attack area, etc.)

Why is the restart location different in these two ARs?

I'm thinkin' that the first is a 'goalie in possession' foul, and the second strongly implies that team A is in possession.

The second situation is a simultaneous foul and 7-3 Exception applies.

AR 25 - Foul by goalkeeper's team is during a dead ball. Since the ball is already at midfield due to the interference call, the restart is at midfield.

AR 31 - Foul by goalkeeper's team is during a live ball. Since the ball is already in the offended team's attack half of the field, it stays in the same end, subject to the 20 yard rule.

MELaxRef is correct.

As pboyd says, it relates to the 7.3 exception, but that exception specifically refers to live-ball simultaneous fouls. However, it never explicitly sayswhat to do for dead-ball simul. fouls, which occur with greater frequency now because of our increased number of stick checks. I treat them the same way as live-ball fouls: no free clear.

A useful mnemonic for sorting this out is "Live ball, dead ball, dead center." In other words, a live-ball foul followed by a dead-ball foul (on opposing teams) always results in the ball at midfield (no matter where it was when the first foul happened).
