What is the best clear for a smaller and slower team. Our team is having trouble clearing the ball effectively.

what do you mean best clear, best man to throw to or best clearing routes for the defense?

Right now we are working on:
3-1 Clear
3-2 Clear
Clears for saves, and out of bounce near goal.

use your strengths, obviously it isn't speed so use passes

2 years ago, my team started using a 3-1-3 clear: 2 Def + goalie down low, 1 "float" middie around restraining line, 2 mids + 1 def at midfield. The key is still for everyone to move as a unit up the field. This makes the open guy much easier to find.
Personally, I hate it, but it's because I'm a run-and-gun goalie & the float middie keeps getting in the way (with an extra defender), but it works great for our other goalie who barely leaves the crease during the game. Although I don't like it much, it has been effective.

draw and dump, if the goalie is used effectively you essentially have a man up clear
