As I sit here trying to find the one line in the rule book that says it's illegal to play without your stick because a coach yelled at me yesterday insisting it is, I was thinking that the rulebook (NFHS at least) could really benefit from an updated index that breaks down the categories and situations a bit more.

At the very least I think it's time that the NFHS release this rulebook online, in HTML or Searchable PDF format to bring us up to date with current technology and also to make the rules more accessible to coaches and students, in addition to officials. It would make it a lot easier to resolve issues around technical situations by being able to look up key words and phrases. Few if any students read the rule book and most coaches in my area are fresh out of college and have the NCAA rules (easily found online) burned in to their heads and it causes some serious disagreements.

I respect that NFHS makes money by selling these books and if I have to pay 5 dollars to download an searchable online version I will but I think that it's important to make the rules of our sport more accessible.

I've actually started converting it to a word document for just that reason. Hopefully my energetic start won't wane and I'll get something complete before the season ends.

It's under illegal procedure.

The NFHS could do a lot of things to make our lives easier, but they have a monopoly and don't really seem to act like they care about their customers, IMO.
