We're in one of those situations where a team with possession at the end of the quarter gets possession to start the new one.
Some idiot shoots, and the endline whistle is concurrent with the end-of-quarter horn. Or at least close enough for jazz.
A was closest to the ball, so A has possession....or do they? We have the dead ball thing to complicate the picture, and the concurrent horn which is never 100% reliable.
Federation rules. What is a fella to do?
Whistle went at same time as end-of=quarter horn....A was closest. A starts with possession.

If I want to sell the possesion, I will restart and then call the quarter over. It can't be possesion if the quarter is over. I realize a flag down is a different application of possesion, but here is one for ya.
You have a play on during a man down situation, clock expires.....do you have possesion?
My dime says no....blow the play dead earlier.

NCAA says the following:
A.R. 58. During a man-down at the close of a period, there is a loose-ball, play-on push.
The period ends as the whistle is to sound for the play-on. RULING: The play-on
signifies possession, so when the period ends, the offended team gets possession of the
ball to start the next period.
