Tam A shoots and scores. The officials do a stick check on both team A and B, both sticks are illegal and are 3 minutes each. Where is the restart and whose ball is it?

Goal is waved off if it's the shooter's stick. We treat these as simultaneous dead-ball fouls since the fouls occurred at the same time (even though we may discover one violation before the other).

Neither team is due possession at this point since there was no flag down or play-on in effect when the whistle blew and the ball was not in possession of either team. For simultaneous fouls with no team with possession or entitled to possession and equal penalty time, we award the ball by A.P.

Now the tricky part: for live-ball simul. fouls with time to be served by each team, the exception to Rule 7-3 says we restart at the spot or outside the box. It doesn't say this about dead-ball simul. fouls, although I can't fathom why you'd do it for live-ball fouls and not dead-ball fouls.

So I'd start the ball in the alley on the GLE. You could argue for a free clear, but I can't see why Team B should get a free clear just because they had A.P.

We did award the ball by AP. I think the only mistake we made was awarding a free clear to team B. I think it should have been at GLE, like you said. The only thing I found after refering to the rule book was this "b) If neither team has possession at the time of the fouls, the ball shall be awarded according to the alternate-possession rule.
(See Rule 4-31.) (Exception: When a faceoff is pending in this
situation, a faceoff will be held.)" However I don't think there is a faceoff pending because we wiped off the goal.

That is one of the confusing things about this situation. But you did pretty darn well, I think, and I'm sure no one questioned the free clear.
