While performing stick checks, I have noticed some of the heads known for being too narrow, have a cutout (chad?) in the front of head at the widest point but only minimally deep as to not go to or near the back of the head.

Do you take the cutout into consideration when measuring or not. It appears to me the cutout is only to make the head legal as taking the measurements from the end of the cutout to cutout would barely make the head leagl but if the measurement is made from where the head would be if the chad was not cut into the head it would easily be too narrow.

It appears the intent of the maker is to cut a slot into the too narrow head to make it legal.

Opinions?

I take advantage of these cutouts as a spot to anchor the end of my tape and to read the width. After all, the 6.5" is to be measured at the inside, front edge of the sidewall, and that is where the edges of the cutouts are.

Sorry, not getting it. Do you measure from the furthest edge of the cutout (towards the outside) or the closest edge (towards the inside)?

The difference of the depth of the cutouts is ususally the difference between legal or not.

Furthest outside edges of the cutouts, which are essentially the center of the front edge of the sidewall at the widest part of the head.
