Okay, say the ball is down in Team A's area. A shot is taken by Team B while the goalie from Team A is a little out of position. Ball bounces off Team A's goalie and starts to dribble down on the ground towards the goal line. Team A goalie decides that the only way possible to save the goal is to:
1. dive and push the ball out with only his hands.
or
2. dive onto the ball and encapsulate it with his hands.
What would the call be in both situations if there is plenty of time on the clock, no man down situation, and not in OT?

The operative word in the rule book is the verb "bat."
Goalie can bat the ball with his free hand. Can't catch it or throw it or trap it or encapsulate it with his free hand. So scene 1 above is legal.
Scene two would be illegal touching of the ball or withholding the ball from play....in OT or EMO or anytime play is live. You'd probably go with illegal touching of the ball if it's the free hand that's the culprit. If his hands are on the stick and he "encapsulates"...you'd probably call withholding the ball from play.

Whether you call illegal touching or withholding the ball from play, it's just a technical foul, with the ball awarded to the attacking team outside the attack area. In other words, if that's the only way to stop the shot, it's a great play, since it will allow the defense to get set back up. In fact, it may well be better than the legal "batting" play, since that could allow the attack to get an easy shot while the goalie is laying on the ground.
Giving some more thought...if the goalie with both hands on his stick jumped on the ball, I'd give him a second to get up and off the ball before I'd blow it dead and award to other team.

Goalie can bat the ball with his free hand.
Only when the BALL is INSIDE the crease. If he is inside the crease and reaches OUTSIDE it to touch the ball with his gloved hand, it is illegal touching.

Agreed. If he purposely flops on the ball, you probably aren't going to wait four seconds to make this call.
