I have a 40 inch goalie shaft that I want to cut down to 35. What is the best way to cut it down and is there a certain type of saw I sould use?

a basic hack saw will do fine

Then just file the ends so they arnt sharp

basic plumber's pipe saw, or even better get a friend with one of those dremels or rotary tools with and cut and grind it nice and even

haha an axe....
just use a hack saw, much easier, ive done it before with one, its pretty easy

Pipe saw is actually a good idea, but good one's are expensive. Ditto the Dremel.
A $7.99 hacksaw is your most cost effective option.
