A has one minute for a slash. On the way to the special substitition area (penalty box) he accrues another NR minute. You, the smart ref, tell the table area that he must serve the NR penalty first, even though it was the second penalty our boy A accumulated.
B gets the ball and they score within 45 seconds.
A team Coach says to you before the next FO, "Sir, that second penalty time is released right? That was a releasable penalty and they scored so that second minute is wiped out, right? So, he only has 15 more seconds in the box, right?

"No, he can only be relased when they score while he is serving the releaseable penalty. At the time they scored he was serving the NR penalty.
I probaly woulnd't come up with that on scene, I would have just said "No" and then he would have asked another question and then I would have answered it. :crazy:

No, the rules states he must serve the NR time first. Any goal scored during that time is not credited during the releasable time. Even if they score 59 seconds into a 1-minute NR penalty, it still does not release him from the one minute releasable penalty that follows.
That is why they specify the NR time is to be served first. I don't have my book out but I believe there is a case on that topic.

At the risk of being a conformist I'm in agreement with Shrekjr, Snake and Coach Rob. The book speaks to this as well.
NFHS: Page 74 5.9 Situation A: B1 fouls A1. The official assesses a one-minute penalty. B1 then maligns the official and receives an additional two-minute unsportmanlikee conduct penalty. Does a goal by A1 wipe out B1's personal foul (non-maligning)? RULING: No. B1's penalty time for the first two minutes is nonreleasable. The additional one-minute penalty is releasable.
NCAA: Page 60 A.R. 25 reads the same way.

It doesn't surprise me that people are confused on this, when I've had coaches insist (incorrectly!) that
1) A goal only releases one player from the box.
2) A short-handed goal from team A releases A1 from the box.
3) A goalie doesn't serve his own penalty unless it's unsportsmanlike conduct.
Some of these were clearly caused by watching something that used to be called the "National Hockey League" but which no longer exists. :chuckle:
