Rule Memos

Two questions: I know that the NCAA comes out with rule memos before and during the season- are these out in the public domain any where (ie the NCAA web site etc)? Also it seems that the NFHS does not do this any one know why not (or if I am mistaken where they are posted etc?)?

The ncaa rule memos are archived on the us lacrosse website under COC Newsletters. Haven't been any since season hasn't started. In about a month they will crop up.

NO NFHS in-season memos.
