Goalie has possession, goalie Interference, play-on, goalie's pass is not completed, ball is loose in zone 4 when you blow the whistle to stop the play.

Where do you restart the ball?

I agree that is what 6-2.3 says but doesn't that disadvantage the offended team?...bringing the ball back up to midfield?....one goal game, time running down, the offended team advanced the ball (goalie's pass) even with goal in zone 4 (20 yards away from the goal)...pass is not caught.....we stop the play and bring the ball back up to two feet over midline near center x (40 yards away)?

The reason I ask is because it seems to contradict 7-9....Flag down for crease violation while defense has possession outside the crease in zone 1...defenseman passes to attackman in zone 4...attackman drops the pass and ball hits the ground....where do you restart the ball?

Well, it does and it doesn't. The offended team gets two bites at the apple: they get to try their long clearing pass to try to score quickly, and then even if they don't complete the pass they get the ball back and get to try to score.

Reading the letter of the rule, if the goalie throws the length of the field and the pass is dropped right in front of the goal, it's supposed to be awarded just past center X. In practice, I think I'd award the ball outside the attack area.

Well, it's a free clear if the ball is in zone 1 or 2, otherwise it starts where the ball was when the whistle blew or outside the attack area. We're not bringing it back to center X if they've already cleared it, as per NCAA rule 7-3:

SECTION 3. When a foul occurs and the ball is in the offended team’s offensive half of the field, the ball shall be put in play by the team awarded the ball, at the spot where the ball was when play was suspended or laterally across the field outside the goal area.
