I see where the newest release date of the 2005 rulebook is now January 19th. The books would then have to be shipped to USL and distributed by them at a later date. Hopefully, NCAA will post the rules online to be downloaded at the same time the books are released. :thumbsdow
I know this has already been discussed, but I'd sure like to know the real reason for the delays.

That's after the convention, which seems like it should be the drop-dead deadline. And, again, if they can have the thing submitted to the publisher, they should be able to have the .PDF online already.

That's pretty bad, considering our first game (USL MDIA) is Jan 22nd. We get a whole 3 days to study the rules, and our refs probably won't even have their new rulebooks yet, let alone a chance to study them...

That is true. We've been told to download the changes that were announced in the fall, then make those changes in the 2004 book and bring that book with us to our meeting. The good news is that we played all our fall games and tournaments using the new rules, so at least we have a pretty good idea of how they are going to work.

Are the rule changes limited to what we played with in the fall? We used those during fall ball as well, so the changes won't be that extreme...

My understanding is they decided not to use the experimental flag down rule, but the other changes are in effect. However, until the book actually comes out, there are only a select few that know for sure.
EME, do you know anything more than we do?
I am in the dark until Saturday morning...maybe the NCAA should use the NFHS publisher! For all the griping about the Federation rulebook, at least it was our hands two months ago!

There was never any intention to use the experimental rule this year. The idea was to gather information to see if they wanted to make it a rule for 2006.
It occurs to me that if the rules are late again this year then maybe it's time to look at the process. They were late last year and I don't think they were super early the year before (but I could be wrong on that). I mean, maybe they need to start the meetings two weeks earlier or something.

I'm wondering what the delay is all about. In addition, I don't know how anyone can list the differences between the NFHS and the NCAA book, if the NCAA book has not been published (No offense eme). It is Jan. 13 and the web site which contains the latest rule books still has the 2004 rule book! How did you do this emhoudini?

I'm sure it was based on the announced rule changes. I'm going to try to put my own list together, but I'm waiting for the 2005 .PDF.
