Had this happen at a game today (or technically yesterday) did an equipment check at the end of the first quarter and the player was using baseball cleats. Obviously the equipment is illegal. Now we had a short discussion on rather 1.9.1 C would dictate that only the player would need to correct the situation before entering the game again. Basically we said no as since 1.9.1 C only deals with “cleats longer than one-half inch” and not cleats illegal in other manner (such as being metal) and we issued a 1-minute non-releasable penalty for illegal equipment. Not that I am going to change my mind on this really but want to see who disagrees with me on this…. (I know someone will say I am reading to much into the wordage.)

In the personal foul section:
Use of illegal equipment. A player may not use equipment that does not conform to specifications.
I'd say that's all the justification you need for giving the 1:00 NR penalty (they say it's NR a little further down). And, if you think about it, if wearing a little silicone LiveStrong bracelet is 1:00 NR, wearing nasty metal baseball cleats needs to be at least 1:00 NR as well.
And, as you say, if they'd wanted Situation 1.9.1 C to apply to this situation, they could have just said "Illegal cleats" instead of "cleats longer than one-half inch."
In a perfect world, we'd observe this kind of thing before the game and get it corrected,but especialy with wekday HS games we're usually pretty tight on time.
I'd like to see the Federation rules folks reduce the page of info they have defining cleats to the nth-degree and focus a paragraph on lining up equipment violations in a consistent manner. Helmet color violation not listed, compression shorts violation technical, mouthguard a minute NR, too long cleats no penalty, etc....what a mish-mash as it stands now.

what about baseball cleats that have the plastic bits? a teammate wears them they are think like baseball bits but they arent metal they are just plastic? ruling on that?

I agree, the cleat page is the same in football also. I agree the equipment penalty differences sucks!

As long as they are not too long then these are perfectly fine.
