Yep I'm the new guy. I had my first match a few weeks ago and had a question come up.
I had a Goalie leave the crease, chasing after a slow roller over the end line. The attacker picks up a ball quickly and set his feet. I see that he's ready to go so I whistle the start. The goalie isn't held, but there is a mass of players between the goalie and the crease. He does not have a clear shot to get back in the crease. By this time the attackers team has taken a shot but missed and it’s over the end line. I got yelled at that the goalie needs to have time to reset.
Is this true?? I've tried to read each section on the goalie but can't find a specific rule. I figure if he's out of the crease he's fair game.
Help please

Yes, this was a rule change last year.
4-6-2d: The goalkeeper shall be given a maximum of five seconds to re-enter the crease on any restart.

The goalie has a five second grace period to get back into the crease. If there is a crowd getting in his way, you can call a delay of game if it's clear that one team is preventing the passage of the goalie back to his spot. Or you could just wait.
LaxRef will have the chapter and verse for you, but yeah, you should allow the keeper to get into the crease before whistling up a restart.

The rulebook does not allow you to call delay of game in this situation. All you have to say is "let the goalie go" if they are intefering with him. If that doesn't work then I believe the only option you have is USC, delay of game is not one of them.

Now what if the keeper lollygags on back toward the crease. 5 seconds comes and goes.
Start the play? Delay of game?
Give the goalie a visual 5-second count with one arm out to side, counting the seconds. If he hustles, it's a long five. If he doesn't, it's five seconds.

Blow the whistle and go. Delay of game is only associated with the 20 second timer.

I'm away from my rulebook right now, but what would you call it if the defensive player stood right next to the offensive player during a re-start and--after warning him verbally and starting a 5-count--he doesn't move and the 5-count expires? I think I've called this delay of game; is there a better call for this than delay or the generic "illegal procedure"?
Also, what about the player that throws the ball away after a whistle to keep the (new) offense from being able to get a quick restart? I think I've called that delay as well.
I'd look these up myself, but my own computer is in a box in my car right now.

The two cases you listed are regular illegal procedures, altohugh I'd probaly use the DOG signal myself, they are not listed as so.
Rule 6-5
Article 9 Failure to remain 5 yards from a player having a free play.
Article 18 Failure of the player in possession of the ball to place the ball directly on the field or hand it to the nearest official on a change of possession.
And LaxRef, I thought you always had a lacrosse rulebook in your back pocket.
