In the game I worked yesterday, we were coming to the end of the first quarter. Team A gets a fast break and scores. Right after the ball goes into the net, the horn sounds. Now the problem is that it was windy and I couldn't hear the timer counting down AND the person with the timer was not the person with the horn (they were right next to each other). But there were witnesses from both teams that said that the timer person counted down to zero and there was a lag between when the timer hit zero and the horn went off.

1)What should have been the call?

Second issue, are there any rules about keeping the time on a referees watch vs a person at the table?

If you don't mind I'd like to throw this in too, we don't have a horn. Instead our teeny little manager shouts horn. Her voice doesn't carry well I guess because we ended up playing a 13 minute quarter in which they scored two goals as a result of our mass confusion and being man down since one of our longpoles ran off the field (only 2 men back). The goals were not disallowed. Are the refs accountable for this?

1) Unless you have definite knowledge that the ball went in after there was no time left there is not much you can do.

2) Now unless your league is using a running clock I sure wouldn't want to have to start and stop it on every whiste. The rulebook even states that when there is no visible game clock that the timerkeeper should sound a horn at the end of each period. Rule 2-8-1.

Well your Team should recieve a tehcnical foul for not having a horn at the beginning of the game.

Although you need to be careful that the home team is not intentionally prolonging the period to allow them to get a shot. If the visitors scored, no problem: you allow the goal. If the home team scores. . . .man, you just hope it wasn't the home team that scored.

I've worked indoor leagues where they want the officials to keep time on the field (running time), but they also wanted us to keep track of penalties. Usually, the way this worked is on a 30-second techincal, I'd be running by the sub area 3 minutes later and they'd ask if the penalty was expired yet. "Uh, yeah!"

Should be a personal foul, since as it reads now they just lose possession for the first faceoff. I think that's hardly an appropriate penalty for all the hassle that creates for the rst of the game.
