I have a d shaft that i want to cut down about 6 inches is this legal?

So long as the final lenght of the shaft PLUS the head is 52-72 inches, it's perfectly legal. Don't forget to cover the cut metal end with a suitable end cap. If you cut it unevenly, that could be a problem, so make sure the cut is straight.
