when the goalie is clamped down on the ball when its right out of the crease can his stick be checked

Yes. The stick of the GK does not have protection if it is outside the crease and the goalie does not have possession. Clamping the ball is not possession.
If he clamps it inside the crease, or if he is in the crease with possession but the stick is outside the crease, the stick cannot be checked.
