Is the rulebook clear on what happens if we have a CF(time-serving) and then a USC a few seconds later?

Does the inhome serve both? Or do we need to get the second inhome?

I thought I remember this conversation coming up earlier in the year.

Not addressed in NFHS under the USC section, but rule 7-4 says:

If a penalty is called against a team when no definite player is involved or when the penalty is against someone other than a player in the game, the official shall select the in-home and assess the penalty time.

When the person committing the foul is a substitute, the foul shall be assessed against him insofar as the record is concerned and he only may re-enter the game subject to the same restrictions he would be under if he were a legal player on the field at the time the foul was committed.

If multiple fouls of this type occur, the referee shall assess the penalty time against an additional attack player who shall be the one whose name appears closest to that of the in-home in the official scorer's scorebook.

NCAA says this and also says in the USC section:

Note 1: If a player continues to be abusive after the penalty is assessed, the official may add additional non-releasable penalty time. These fouls count toward the maximum of five. If a coach continues to be abusive after the penalty is assessed, the official may assess additional non-releasable penalties that shall be served by an additional attack player (see 7-4). Flagrant misconduct is an expulsion foul. (See 5-12 and 5-13.) An expelled individual is barred from being in the competition area, including the spectator area.

It did come up. We agreed (?) it should be assessed against TWO players, rather than stacking them against the in-home. The reason being that it is more severe to have two players out than one. So, the in-home serves the CF, with the USC assessed against A2. Also, since they're against the SAME team, rule 7-2-4 does not kick in, so if they are releasable, they remain so.
