RULE 2 SECTION 3 COACHES
One of a team's coaches shall be designated the head coach, and only the head coach will communicate with the officials. The head coach shall be responsible for making all decisions for that team not delegated specifically to the team's game captain. Additionally, it shall be the head coach's responsibility to see that players and substitutes are properly equipped to play.

Yeah, there are some issues involving who can challege an official's call via 7-13. Right now it says "A coach" but it needs to be "head coach." There is also an unwritten rule that officials take no guff from assistant coaches, and this would formalize it.

But, mainly, people here said to add it to the list.
