(deleted -> SECTION 11 DEFENSIVE STALLING
It shall be the initial responsibility of the clearing team to clear the ball. In stallingsituations in the portion of the field between the defensive-area line and the center line, the official nearest the player in possession of the ball will give that player an audible and a visual five-second count. If at the end of the count the team still has not attempted to clear the bail or move the ball to within 5 yards of the opposing team, that team shall be warned to "clear the ball."
A team with fewer players than the opposing team due to penalties cannot be guilty of stalling in the portion of the field between the defensive-area line and the center line.
The stalling situation shall end when the ball crosses the center line or the team so warned loses possession and the opponent gains possession. <-deleted)

So they ignore the warning. Let's specify what penalty can be assessed for continuing to stall.

what do i think of what? You simply deleted the whole rule, which I agree with. Currently, it has no teeth as there is no penalty specified for defensive stalling. Better to keep it and add a penalty.

I wasn't dissing you 3PP. I'm sorry if it apeared that way. I was just stating that LR eliminated the whole rule. I agree that it should remain and we simply need to add a penalty. I suggest the following rewrite:
...If at the end of the five-second count the team still has not attempted to clear the ball or move the ball to within 5 yards of the opposing team, (delete-->that team shall be warned to "clear the ball."<--delete) this shall be considered a technical foul without possession and the ball shall be awarded to the opponent at center "X".

I've seen a team commit defensive stalling once in 8 years of officiating. I just don't think it's worth leaving in there.

Seriously, though, while I'm in favor of the 20-second count, I don't see them doing something that makes everyone by a timer. OTOH, the coaches write the rules, so what do they care if the officials have to spend an extra $45?

Does the committee consist of only coaches, or do refs and others participate. It sounds form you guys repeated comments that coaches make the rules that refs have no input. But the pictures in the front of the NFHS rules seem to have people who are NOT coaches. Wassup with this stuff about coaches?

In general, the coaches write the rules. For the NCAA, I believe last year was the first time we had an official representative on the committee; I don't know if he gets to vote or if he just advises, but it's a step in the right direction. We do get to submit suggestions, and I do at every opportunity.
