LBSW mechanic question here. What is the official party line on technical fouls committed under a play on?

IOW, B1 pushes A1 during a scrum so you call and signal a play on. Before you get the whistle blown, A2 pushes B2 plain as the nose on your face.

Simultaneous technical fouls? Aletrnative posession rule?

Now if there are 3 techs, 2 on A, 1 on B, do you award to A?

I know that the practical answer is to blow the slow whistle PDQ to minimize the opportunity for this to happen in real life, but in the 3 second pause that's standard practice 'round here, a lot of mischief can happen.

First of all, as you say, don't let it go on unless the fouled team seems likely to have an advantage if they pick up the ball. I saw one the other day where white pushed red, the ball squirted out, a white player ran after it--no chance for red to get to it--and the official let the play on continue until white picked it up, then blew the whistle. That was about 5 seconds! Once you know that red can't get an advantage, kill the play even if they have a shot at the ball.

But, to answer your question, a loose-ball technical by the team entitled to possession ends the play-on and gives the ball to the team that was initially entitled to possession. They are simultaneous fouls. See:

During a slow whistle or play-on, any foul committed by the team in possession (or entitled to possession) shall result in an immediate whistle.

(and)

2. When penalty times are equal or all fouls cancel:
(a) If a team has possession or is entitled to possession at the time of
the flag or whistle, that team shall retain possession.

So in my scenario A was entitled to the ball due to B1's push, so fouls cancel and A gets the ball because they were 'entitled' when A2 pushed B2.

Right?
