With 10 seconds left in the game and Team A trailing by 1 and A1 is awarded the ball near midfield, but in the defensive end, Team B stations 7 players in its defensive end and 3 on its offensive end near midfield. When play starts, the riding attackmen follow A1 across midfield, so that they have 10 players in their defensive end. Team A maintains possession--Team B is trying to keep the ball from getting to the goal, not trying to get it on the ground--but cannot get a shot off, and time expires.
Ruling?

10 players total (both teams) or 10 playes total (one team) if 2nd it would be offsides

Ruling would be Game Over, penalities would be assessed, but not served as time had expired. Team B wins the game

Game can't end on a penalty. Team A is awarded the ball on the one-yard line and are allowed one more play.

(I'll probably regret this, but) assuming Team B now has all of it's players on the defensive half, you would have a flag-down slow whistle situation, and if the clock didn't run out or there was a whistle in the meantime, Team B would have 3 men in the box for 30 seconds each. But since the clock has expired, game over and head for the exit before LaxRef can come out of the stands and point out where I screwed up yet again.

No, LR25 is completely correct here. There's perhaps in inclination to call this USC, since one team is clearly intentionally violating the rules, but the bottom line is that if Team A is sharp they'll put the ball on the ground to get a whistle and stop the clock so they can play 6-on-3 for about 7 seconds. If team B did it again, they'd be looking at USC fouls for "repeatedly committing the same technical foul."
Follow-up question:
Same situation, but team B runs on 6 extra defenders from the sideline (while leaving 3 attackmen in the defensive end) in order to keep team A from scoring the tying goal. Ruling?

Under Illegal Procedure, there is
m. Having more than 10 men in the game at any time, including a man or
men in the penalty area.
The question is, is that a one-tiem penalty, or would each of the 6 extra men warrant one. It appears from this rule above that it would be a one-off.

The wording of that rule is very poor. however, we also have under illegal procedure:
j. Any violation of the rules for substituting players as provided for in 4-22.
so I don't think you'd have a hard time selling this a six separate illegal procedure calls.
However, given the situation--and if I could react fast enough--this is what I would probably prefer to do:
(1) Throw flag and blow whistle immmediately (!).
(2) Apologize for the "inadvertant" whistle. :chuckle:
(3) Penalize team B for 6 separate illegal procedure fouls at 30 seconds each.
(4) Eject team B coach for flagrant misconduct. I mean, come on, how much more flagrant a violation of the game can there be than to send in an extra 6 players on defense?
(5) Restart game with about 7 seconds left. For NCAA, this will be a 6 on 3 (plus goalie); for NFHS, this will be a 6 on 0 (and no goalie; well, actually, the rules say you have to have a goalie, so he'll be on the attack end of the field!).
That seems to be the fairest response to an obvious attempt to violate the basic tenets of the game.
