When is a penalty releasable vs non-releasable?

Depends on the type of penalty, unsportsmanlikes, spearing and equipment penatlies are the three I can think of off the top of my head, I'll quote some rulebook stuff when I get home.

Is it when it is when you have a personal it is un vs. when you have technical you have releaseable?

ite if its a personal wit the intent to injure someone its locked in. equipment penalties are locked in.

I just typed up a long paragraph and when I hit reply my internet died so heres what I basically said.
First not all personal fouls are nonreleaseable(NR), only the severe ones are. Also technical fouls are never nonreleaseable.
I thought of 6 main ways to get a NR penalty.
1. Spearing
2. Most unsportsmanlike conduct penalties - baiting, taunting, using profantity, arguing with an official
3. Expulsion Fouls - Fighting, using tobacco, second unsportsmanlike - 3 minutes NR and ejection
4. Illegal Equipment - Like playing without a mouthguard, illegalt stick, deep pocket.
5. Illegal Goals - wrong demensions - 3 minute NR
6. Simultaneous Fouls

In the opinion of this official if the act you are being penalized for is so blatant and uncalled for, I will add the nonreleasable aspect to the penalty. Unsportsmanlike penalties are nonreleasable period, and starting this year a 2nd one will mean ejection.
Something else to keep in mind is that repeated violations along the lines of illegal procedure calls can be treated as unsporstmanlike. For example repetitive goal crease violations by the same player.

If I remember correctly, repeated violations is a RELEASEABLE USC, infact I'm goign to look it up but I am sure it is releasable.
