2006 ncaa rulebook
Ball is loose on the ground just in front of the crease. Goalie A1 reaches out with one hand on his stick to play the loose ball. Attackman B1 strikes A1's crosse just above his glove. Official calls "Play-on" in the hope that A1 scoops up the ball after B1's infraction.
Did official make the correct call?

I don't believe so. I'm assuming the goalie's hand and stick are extended outside the crease cylinder, so by 4.18.c it is eligible for checking, just like any other player's stick, as long as he doesn't have possession.

I got them to clarify this year the it's only the part extended outside the crease that can be checked (if the GK doesn't have possession). Thus, the answer depends on whether the contact occurs inside or outside the crease. It's not explicitly clear which has happened here.
AR 79 on page 47 needs a bit of tweaking based on the new rule.
If the part of the goalie stick that is struck is inside the cyinder, according to new rule, it's a violation. It is going to be hard to make a disinction unless it is VERY obvious
...most of our eye's attention is on the ground with that little ball

Yes, but with your lightning reflexes you've positioned yourself perfectly on the crease GLE to spot those infractions, and throw up the arm with the tenor-like "Play On!" Pavoratti would be so pleased.

After all, if it came out perfectly what would LaxRef have to do during the off-season??
