Team A has possession and official is about to re-start play when he looks up and clock is not working.

He checks wirth the table and indeed Ol' Reliable is Kaput.

Team B coach says, "We get the ball, right? They have to have a working clock or it's a technical, right?"

If they provided a working clock to start the game, I have no call. If they didn't have a working clock to start the game, I'd have an illegal procedure call.

Follow-up question: the home team does not have a scorebook, clock, horn, or table to start the game. The scheduled start time passes and they still don't have it. Ruling?

Follow-up answer: Illegal Procedure 6.6.y. Visiting team will be given the ball to start the game. If they still can't produce the goods are you going to call the game?

In the new rules it says a working horn and clock. I don't see anything about requiring a table or a scorebook or chairs, etc.

If the horn and the clock are working when the game is supposed to start...no call later if both blow up

If they aren't there at the stated start time, award ball to visitng team and that's the end of it

I understand completely. Not only that, but I can't say I've been at all that many fields that have the off-field markings done! Bench areas? Ha!

Nope, I'd penalize and move on. The question is, do you have possession awarded to the visiting team, or do you have possession plus three guys serving 30 seconds each. In other words, is each missing item a foul, or do all of them constitute one foul?

One foul as I would interpret it.

The rule is really for the club/low-level college games where you want to sting them, but not cripple them, for being disorganized. Visiting team starts with ball and "Coach, it really helps the administration of the game to have these items. Do what you need to do to have them next time."

Violation(s) at start of game - one penalty - award possession - no time served. Play the game with acceptable work-arounds.
Clock dies during game - no violation - play with appropriate work-around.
Did you notice that timing device (?sun dial?) doesn't have to be "working" clock as specified for "working" horn....

what if the REFS dont show up or show up late? would there be a penalty on that like there would be for not having a clock or table?

No penalty, except the ref won't get paid and will catch holy heck from their assigner unless they bring a good excuse from their mother.
Here's how the teams would handle it:
If any of the officials fails to appear, one of them should
assume the duties of the referee. That official may appoint persons to assist
in officiating the game. If all officials fail to appear, the authorized representatives
of the competing teams should decide upon a referee and other
officials, if any.

Yes, it does. See:

Failing to provide such a horn or a working clock shall be penalized by illegal procedure.
