We had some debate last year about end caps and whether you could tape the edges of the butt end but leave a hole exposed. The definitive NCAA answer is now: NO!
They've accepted my suggestion to rephrase so it now says:
Note 2: All hollow crosse handles must have their open end adequately covered with plastic, rubber, or tape to prevent injury. The use of metal caps (e.g., bottle caps) is prohibited.
If there's still an opening, the open end is not covered!

Yeah, but could I put like a roll of tape around the end to make like a donut - won't that be OK? Could I take like a Bacardi cap - you know, the cool one with the bat on it, and put that over the end hole, and then just put layers of tape over it so no one will really know it's there but me - do you think I can get away with it? Do the refs ever cut through the tape to make sure you're not doin' somethin like that - huh?

Seriously, I had this come up last summer, and it caused an injury. Treat it severely if you see it. If you notice before the game starts - tell them to fix it. If you notice it after the game starts, assign the most severe penalty you can.
In my case, the kid's butt end was taped with a small donut, but the hole was not covered. The shiny metal edge had worked it's way through the tape. During a scrum in one of the corners, the butt end slipped through another kid's facemask and cut him under the eye.
Neither myself, nor my partner saw the cut as it happened, but we quickly figured out what had happened. So, we stopped the clock, found the offending stick, yanked it out of the game and gave the kid the 10 minute misconduct penalty for illegal equipment.
(Felt terrible for doing it to the kid (6 or 7 year old), because it was the coach and father that dropped the ball on this incident.)

What's the big deal with just putting one of those rubber endcaps over it? They're like a dollar and the weight addition is negligible.

If you cover the hole with many layers of tape, it's legal. But again, an endcap costs about $1.00. Why not use that?
