Auto Upgrade

So im looking into getting some Halo's for my car, but i cant decide which. Im probally going to go with Slyvania, because they seem to be the best. Im tired of my yellow lights, and i want the bright white ones. My question is, whats the difference between these following lights.

XtraVision Halogen Upgrade: Up to 20% Brighter
Cool Blue Halogen Upgrade:

Also, my parents said they would pay to have my car repainted. I cant decide if i wnat a complete new color or just a touchup, im thinking a dark blue

Angel eye fogs? I like silverstar bulbs if you can justify the price. Some people like those really blue blubs, but I don't think they light well.

the silver stars a like 25 bucks, i thought thy would be more, thats cheap.
