I know its early for rule changes but I was bored so here's my early rewrite. Mine are geared towards NFHS but some can go NCAA too.
First Change
Total Rewrite Rule 7-6
ART 1. Simultaneous fouls are personal fouls or technical fouls which involve penalty time that:
a. Occur during the time period from which the first time serving penalty occurs until the ball next becomes live.
b. Are called on players of opposing teams.
ART 2. Penalty Time
Basically what 7-2-1d says
ART 3. Award the ball
a. If order of the fouls can be determined award the ball to the team last fouled.
b. In cases where order cannot be determined the ball shall be awarded according to the alternate-possession rule.
Caseplays
Situation A
A1 is slashed by B1, A2 is called for interference. RULING: These are not simultaneous fouls. Team A had posession and therefore cannot be called for a time serving technical foul.
Situation B
A1 is slashed by B1, A2 is called for interfence. A1 uses profanity. RULING: Simulatenous fouls. B1 servers 1 minute for slashing, A1 serves 1-minute NR. Since these fouls are deemed simultaneous fouls both penalties will be NR. A2 does not serve penalty time.
Situation C
A1 and B1 get into a fight, the officials cannot determine the sequence of fouls. Coach A then maligns the official and is called for a conduct foul. RULING: All three of these fouls are simultaneous and will be nonreleaseable. Team B will restart with the ball since Team A was last to foul. COMMENTS: The team with the posession arrow is irrelevant when another foul occurs after fouls in which the order cannot be determined. If the officials can determine that one team fouled last before the restart then the other team will be awarded posession even if the officials signal the alternating posession arrow, the player picks up the ball and before the officials whistle the play in a foul occurs.
RATIONAL: Simultaneous fouls are more confusing than they have to be. Also, currently there are times when two fouls occur which seem to be simultaneous, have the same outcome but they are technialy not simultaneous fouls. This simplifies the rule and lumps them all together.
Second Change
Rule 4-28
Change ART 2. During play, team time-outs may be called only by a member of a team in possession or by that team's head coach when that team is in posession of the ball in the offensive end of the field.
RATIONAL: Solves the problem when team takes the ball into the defensive end of the field and then calls a timeout using up more clock time and stalling out the game.
Third Change
Will come up with some details later but add procedures in for correcting the clock/penalty time when it has not properly started. Include some case plays on what to do if the clock incorrectly starts/doesn't start and a goal is scored.
RATIONAL: Currently little to no rules on this matter which is very important.
Fourth Change
Add 6-5
ART 2u. Changing or adding players or their numbers in the official book once the game has started. Only one technical foul per team per game.
Caseplays

A1 scores a goal and it is found that A1's name and number are not in the score book. RULING: The goal counts, charge team A with a technical foul. COMMENTS: Just because a team member was not in the scorebook or his information was incorrectly listed does not cancel any action that occured in the game.
Situation B
Team A adds a player to the book after the game is started and is charged with a technical foul. Later in the game a player's number is incorrectly listed. RULING: Only one technical foul should be charged to Team A, once they have made one adjustment they are free to make any others necessary.
Situation C
Visitors coach gives the home scorekeeper a sheet so that he can fill in the names and numbers in the home scorebook. Later in the game is it found that the scorekeeper incorrectly copied one of the numbers from the sheet. RULING: Technical foul. It is responsiblilty of the coaches to ensure that the book is properly filled out and that all information is correct.
RATIONAL: Currently the rulebook says the starters must be listed but lists no details on penalty or how it should be enforced.
