NCAA or NFHS...answers would be the same.
A) Team A brings the ball into its attack goal area. The ball becomes loose and bounces out toward the midline on a slow roll. Team B does not chase it.
Middie A1 goes back to get the ball, turns and nudges it along the ground field-hockey style back toward the attack goal area. When does 10-sec. count begin?
B) Team B loses ball in Team A's attack goal area and immediately goes into a soft ride. DMan A1 goes to pick up ball and notices no one playing him. He nudges the loose ball along up towards the midline. When does 20-sec. count begin?

A) When A possesses it. I don't think that any sort of "field hockeying" the ball will constitute possession.
B) When B possesses it.
In both of these cases lacking true posession, the responsibility falls on the other team to contest the player "hockeying" the ball around.
Theoretically, if both teams stay away and refuse to play the ball, there is no rule to award posession to one team or the other; the clock just runs and those lucky refs get the glory of having the absolute shortest game time possible. The rules presume that each team wants the ball.

In both cases I'd say as soon as it's noticed that the player has no intention of picking the ball up. I'd also be inclined to throw out a warning to the coaches indicating that USC's would be given out in the future for any player trying to skirt the rules and gain an advantage in such a maner,.

I agree with LF26, provided the ball is in an area where a count should be started when the team gains possession.
I really think ou'd be out of line starting a count contrary to the rule requiring possession. Sure, in a way, they're skirting the rule, but only because the other team is being dumb. If the other team wants there to be a count, they should challenge the ball or pick up the ball themselves. It's in no way like intentionally creating a loose ball inside the crease so you can get a new count and stay in the crease all day, a situation that the riding team couldn't legally address. Note that in this situation, an illegal procedure call is in order since the rules address it.
And, geez, you'd give a USC for this when there's only an IP for the crease situation?
What if he didn't use his stick but dribbled it with his feet, soccer style? Again, I have no call. Let the other team play the ball if they want it.

No possession, no count. Straightforward, at least for me but what do I know? At least LF26 and LR agree with me, so I feel good about that.

It's not that different than what you see at the end of a basketball game when a team is trailing and they let the inbounds pass bounce up by midcourt before the pick it up and the clock starts. Just taking small advantage of the rules to your benefit - more power to you. Definitiely not unsportsmanlike!
