Team A is awarded the ball on the endline. A1 goes to get a ball, secures one and starts running towards the spot where the ball went out and he keeps running right onto the field saying, "I am ready, blow the whistle."

You tell him to stop and plant his feet and then he will get a whistle.

Coach A argues that there's nothing about being stationary on a re-start.

"Coach, he can be moving all he wants as long as he's 1 yard in from the spot where the ball went out while he's doing it. And if he's further than that when I'm ready to blow the whistle, you might be getting called for delay of game."

No can do. Cannot be moving anywhere further than 1 yard from where it went out. Running starts, while not specifically prohibited, requre one step to cover that one yard, and nobody can time their whistle that exactly. Stand still, toot, and off you go.
