My first scrimmage as an official and I noticed the goalie fooling with his crosse. Ball just inside attack area. It appears that his crosse was broken and I blew the play dead. My timeout - and I think I signalled that. Everything seemed fine for two every inexperienced teams and one inexperienced official.

Players started to leave the field as if there were a team timeout. I told the players to stay on the field as the goalie fixed his crosse. That was no more than 30 seconds.

Should substitution occur during this period? Could a team request timeout during the dead bal period and before play is restarted? There would be an advantage to the defense to be able to freely substitute as this point. I am certain that the goalie did not fake the problem to gain an advantage.

See:

ART. 3 . . . Except for the player in violation or player with blood on his uniform, skin or personal equipment, there may be no substitution when play is suspended as a result of an equipment (e.g., chin strap, mouthpiece) violation.

ART. 6 . . . Special substitution may take place while play is suspended, except when
equipment violations occur.

So, there can be no subbing during this time. However, you can call a timeout during any dead ball. Once that happens, I would rule that play is now suspended for the timeout, not for the equipment issue.
