I have Corel Photohouse, MGI Photosuite 8.1, and MS Paint... duh. I've read a few tutorials and looked it up on wikipedia but everything I found reguires some .gf maker thing which I don't want. I have the frames all set up and everything.

Well, you're trying to do animation, correct? Well, it depends what kind of Animation. Flash 5, NOT MX, is pretty good for animation, but flash animation. If, your trying to animate. If your trying to do normal picture editing and things like that, Photoshop CS 1 ,NOT CS 2, Is pretty good, but 500 dollars is pretty steep.
