Man-down situation, play is proceeding. Team that is down a man has the ball in its attack box. Shot is taken, Goalie A1 and Attackman B1 take off after the ball. Before ball goes over end line, while it is still clearly a "shot", horn sounds to end period. Man down team would have been closer to the ball at it's end-line exit point if horn had not sounded.

How is next period started?

I'd say next quarter/period starts with a faceoff...but thats just me.

Sounds to me like the horn sounded during a liveball with no team in posession (and no pending flags/play-on), correct?

Faceoff.

Since there was no possession at the time the horn sounded, you are correct. Had the ball gone over the endline, and THEN the horn sounded, it would be a restart at the spot it left the field, by the team closest to it at the time it left the field.
