They are illegal because of the measurements of the head.

The guru shaft is a few inches too short to be legal. I think its like 26-27 inches long. And needs to be 30-32...or so.
In total the stick can be 40-42 inches long.

no, it's too short. i just measured mine and its exactly 27 inches
