A1 is assessed a 30 second releasable technical foul for a push with possession against B2, which the ref then signals to the sideline. As A1 is exiting the field, he has a few choice words for the official, who then slaps him with a 1 minute NR USC for language. So, a 30 second technical, followed by a 1 minute NR USC.
Team B starts with the ball. Which is the EARLIEST time at which A1 may be released from the penalty box when a goal is scored AGAINST his team (no other penalties occur at any time during the next three minutes against either team) by B3 at the following times after the penalty starts:

Just for clarification, Are these penalties served consecutively? Or is that what the trick of the question is.

He said the "earliest" time the player could be released.

No, the trick is that even though the technical occurred first, any time you have a NR component of multiple penalties, the NR portion is served first. After the first min goes by, then they can be released by a goal by the opponent.
Had a guy this weekend incur three minutes for three slashes on one play. The opposing coach wanted to know if all penalties would be released if they scored a goal...

They sure would be. It hardly seems fair sometimes, but that's how it goes.
Of course, if the guy gets 2 more personals, he's done for the day.

I checked the book when I reported the trio, he had one other so I reminded the coach and player that one more and you've fouled out. He was on his relatively best behaviour the rest of the day.

If one player causes me to throw both flags and my hat, I'm thinking seriously about USC for the 3rd foul. (Especially if someone steps on my hat!)

For those of you who guessed 65 seconds, you are correct.
When a player receives a releasable and a NR penalty, the NR must be served first. So, for the first 60 seconds, if a goal is scored, he is still locked in the box. At 65 seconds, he has started serving the 30 second releasable technical foul, and would be released if a goal were to be scored at that point.
So, they serve the NR, then the releasable, penalties in that order.
