For instance..

If I go and rep 155 10x then 10x again I have trouble with locking-out the second set ( at say rep 7 ) - so - I drop weight to say 135 and get to about 4 - 5 reps before my lock-out is horrible again. I get a good boost but cant lock.

What are my issues?

I dont really ever max cause I see no point in it but I did try to a little while back and got 180 - 200? somewhere in there <--- if that helps at all I dont know

My first guess is that you haven't fully recovered from the first set. I would suggest waiting 1-2 minutes between sets and keeping the weight the same (through all three set if thats what you're doing) and trying to get your 10 reps.

I agree with Cbury, but if you are talking about bench tris have a great deal to do with the lock out, you could also try widening your grip on the bar. And why in the world would you do two sets of 155 x 10, then drop down. Always move up once you hit ten, even if on the next set you do not hit ten you can work up to it.

yes, agreed.... but i also think the problem is underdeveloped triceps. which is the muscle on the back of the arm. this is a common problem, but easaly fixed. If i were you i would do lots of differant tricep work, namley dips, skull crushers, and lockouts for your problem. And a good way to help boost your bench if your rep ranging for 10, is like what diesel said. add weight to the point were you struggle with 8, and then work your way up to 10, then repeat.
