go to the weight room and lift (lower body) it helps a lot, do a lot of spring work. Over the off season i actually take agaility courses which help a lot, see if you can find some in your area.

do sprints.
what we do at my school we go
8x20yards
6x40yards
4x60yards
2x80yards
1x100yards
sprint those and really focus on getting that explosive start. rest for about 30 seconds in between each set and as you keep progressing increase the number of repetitions at each distance.

To add on to what these guys said, run a search on sprinting form. Changing your form to get a longer stride and some other small changes can really increase your speed.
For the weight room thing, I'd look a lot at full squats and lunges. Once you get down far on your squats you're working your hamstrings and glutes which can add a lot to your explosiveness and increase your overall speed/quickness.

You don't want to hit the weights too hard because you will shorten your muscle fibers and pull muscles easier. Focus on lifting a little but the easiest way to run faster is to practice running.
if he streaches well before and after he lifts then that shouldn't be too much of a problem.
