You can just double up and form the pocket.

I dont soak my mesh. Just double up and let it form naturally.

pantene conditioner is UNBELEIVABLE at softening up hard mesh. then just hand stretch it while its wet, and string it after that.

i just found a process to do it, it worked pretty well in my blade. u can have it in the head already. do the ball and knife/screwdriver. then soak for a minute or so. then if you have something that can steam or smoke, its great. let it sit over that, a few feet away, for a few minutes, turning every 30 seconds. you may have to do the steam part a few times. i was holding my blade over my grill and it had a light smoke comin out and i had hardened mesh that wouldnt form, so i tried sticking it over the smoke for a minute and it was a bit softer. the heat softens the coating on the mesh enough for it to form a pocket.

before i string any mesh, i roll it up and then wring it like a wet towel for about 5 minutes. this works amazing. it gets you a better stretch in the mesh than any other strategy, guarantee it. you can also wet it, but if you do that, your mesh might end up too stretched and then you are screwed because you cant string the sidewalls tight enough to make it legal again. its happened to me before. just be careful if you wet if first.

soak it in hot water/ conditioner.... then make a wood board with like 10 nails in a straight line, then make 10 more nails like 6-8 inches across from them and make them paralell and put each mesh whole on a nail.... its hard to explain
