Major changes in the NCAA rules are listed in the front of the rule book, but AR 54 on page 80 is not one of them. This AR is shaded indicating that it is new and states that a team with fewer players than its opponent can be called for stalling. Previously this could only occur when a team had fewer than 10 players after penalty time expired on expulsion fouls. This is certainly a major rule change or it is a misprint.

Actually, it's not new. Well, the A.R. is, but not the ruling.

Here's the issue: It used to say that you couldn't be called for stalling in an A.R. in the old defensive stalling section. This was widely misinterpreted to mean you couldn't be called for offensive stalling then either, but that was not the intent.

When they deleted the defensive stalling section a few years ago, IIRC, they deleted that A.R. Once they deleted that, it made it clear that you could call (offensive) stalling on a man-down team, but some people didn't realize that. Now it's explicit, but it's not really a change.
