Flag is down for a penalty on Team B as Team A enters its attack area.

When is the whistle blown?

a) Team B commits a technical foul with A in possession
b) Team B commits a technical foul while ball is loose in the area
c) Team B commits a personal foul with A in possession
d) Team B commits a personal foul while ball is loose in the area


Team A enters its attack area with no flags down anywhere

When is the whistle blown?

a) Team B commits a technical foul while the ball is loose in the area
b) Team B commits a personal foul while the ball is loose in the area

Flag down for B while A is entering the attack area:

b) yes under NFHS, no under NCAA rules (Fed rules would have the whistle being blown as soon as the ball was loose)
d) yes for both

Team A enters attack area with no flags down:

b) yes NFHS/NCAA

So, to answer your question with a question of my own, since the loose ball technical foul in situation 1-B becomes time serving, the correct mechanic would be to throw a flag and give a verbal "flag down," wouldn't it?

FDSW in Attack Area: a), b), c) and d) - No whistle
Note: NCAA Rule 7-8-j was deleted at Convention 13 Jan
Attack Area - no FDSW Situation: a) Play On - No whistle, b) Immediate whistle
NFHS:
FDSW in Attack Area: a) No whistle, b) Whistle, c) No whistle, d) Whistle
Attack Area - no FDSW Situation: a), b) - same as NCAA

PBOYD and I are in agreement. And he heard the same thing I did at the Philly Convention about NCAA 7-8-j. We heard that on a FDSW a loose ball personal in the attack area is another flag being thrown. Last year we killed it at that point because we didn't want the situation to get out of hand with flag upon flag upon flag and then ugliness, etc.
