Face off, loose ball going towards A's goal, B player about to pick it up and light out on a fast break...an A player behind his restraining line (opposite end from fast break) runs out over his restraining line before possession. (Very slow) trail official sees it all and makes WHAT call?
(Was there a "line violation and play on" thread in here somewhere??)

"Play on, blue ball!"
I don't believe there's currently a single thing in either rulebook that says a loose-ball technical foul line violation is anything other than a play on. Once upon a time, yes, but no longer.

Even the NFHS states (Rule 7-10, p 71) that "a player commits a loose-ball or line violation technical foul" is a play-on. Didn't that used to be just NCAA?
