Team A in the attack area behind the goal loses the ball and the ball goes OOB behind the goal. Official blows whistle and indicates Team B possession - where is the ball restarted on the endline (inside or outside the attack area)?

If I understand you, B is clearing: At spot ball crossed the line (same for both NCAA & NFHS).

I concur. But if Team B calls a timeout, IIRC NFHS rules dictate that the ball be moved outiside the attack area. I have no idea why that makes sense.

That one is hard to find. Rule or situation reference?

It makes no sense, at all. We should submit a change for next year's rule book. A time-out should have no effect on restart location. The logical way to approach restart location is:
[1] Any restart inside benchside wing area is 5 yards from sideline; otherwise,
[2] Out of bounds - restart at OOB spot
[3] Free clear - restart near center of field, a yard on attack side (works for FO violation, too)
[4] Otherwise, restart as close to dead ball location as possible, but outside attack area.

This simple approach works for me, anyway.

I think that the reason for the restart at the OOB spot after a shot over the endline is so a coach/team on defense cannot take a timeout just to move the ball outside the box to gain a defensive advantage in a close game. Otherwise all restarts take place outside the box.

I think that the ball should be placed at the OOB position. The strategy would be if B is attacking the goal and the ball goes OOB off of A behind the goal then A could call a TO just to get the ball out of the box away from X in the tight game or near the end of the game, especially if A feels that B has the momentum.

Propose the restart at the OOB point. :ahhno:

This is specifically stated in the NFHS rule changes for this year, clarifiying that a timeout in the goal area is restarted at the closest point, outside the box - UNLESS the ball is OOB on the end line when the timeout is called, in which case the restart is on the endline where it went out.
This clarification was to avoid the restart on the crease if a timeout was called in that location.

Actually, they specifically refer to a shot OOB on the endline. A pass or other OOB (stepping on the line, for example) would get moved out according to the exact wording of this rule.

I'd be curious to know if they actually meant any endline OOB where a timout is called should restart at that spot. Knowing how well they rewrite things it wouldn't surprise me if that was the intent. Why limit it just to a shot OOB?
