Using NCAA or FED book as your guide....

Goalie A is outside the crease riding the clearing B1 when his shoe falls off. As per new NCAA rule/guidelines, you stop play immediately.
or

Attackman A1 is riding hard, breaks his stick. It lands in a dangerous area so you kill the play with B in possession. A has not committed a penalty.

In both cases after you have properly stopped play and B has possession and will have possession on the re-start... Coach B yells:

"We're ready. We're ready. Blow the whistle!!! You don't have to wait for A...that's his problem to get off the field. Blow the Whistle!!"

Using the rulebook(s), how do you respond?

NFHS Rules-

Rule 4-27, the stoppage is an official's time-out. The time out concludes when the problem is fixed.

Rule 6-5-f-2, Delay of game occurs if a team is not ready to play w/i 20 seconds of the resolution of the issue that required the official's time-out.

So if I decided to answer, my answer would be "I called an official's time-out to resolve the [shoe off/broken stick] problem, and the time-out does not end until the problem is fixed."
