Put the tape you want to copy on one vcr and press play, put the blank tape in the other vcr and press record and let it run.

connect the VCR with the blank tape to the TV, then connect the VCR with the original tape to the VCR other VCR. Put the TV on the channel you would if you were watching a film, then when the film shows up, press record.

If you're copying a commercial tape, there's a black tab thing that is removed. All you need to do is cover it with something and the have a soluion
But newer tapes have better security, so a blockbuster tape is almost impossible to copy

The black tab only counts on the tape you are trying to tape to (either blank or trying to tape over). as LottaLax said, lots of new commercial tapes have security that keeps them from being copied.
The other thing I would check is that the recording VCR is set on the correct channel as well. It is usually either 3 or 4 or if you have an 'input' or 'video' setting.
So basically make sure all 3 devices are set to the proper 'channels'.
