Mini Variable

Does anyone know what makes it mini? Rglax and I were talking and all we could come up with is that the head is illegal because it says its 35 inches long which i believe is legal.

I'm not 100% sure, but I think a stick has to be somewhere between 40 and 42 inches for middy and attack to be legal... but someone correct me if I am wrong.
