Although it rarely happens, NCAA page 87 AR 16 basically says that a play-on against one team followed by a personal foul by the other team results in a simultaneous situation: both offenders serve.
Now go back to NCAA page 52 AR 102. Based on the above, should not A1
serve NR time for his goalie interference?

A.R. 102. Goalkeeper B1 has possession of the ball within his crease, at which time A1
checks B1’s crosse. Official signals play-on. At this time, A2 and B2 begin to fight, each
striking blows. RULING: A2 and B2 expelled with three-minute nonreleasable time
and appropriate suspension to be served. Ball is awarded to Team B at the center of the
field for a free clear.
A.R. 16. During a loose ball, B1 pushes A1 from behind and a play-on is called. While
the ball is still live, A1 turns and slashes B1. RULING: These are simultaneous fouls.
Since Team A was entitled to possession, all players involved serve penalty time. B1
serves 30 seconds and A1 serves one minute, with the first 30 seconds of each penalty
being nonreleasable.
This is interesting. The whole point of Rule 7, A.R. 16, as I understand it, is to keep the team that committed the loose-ball foul from going unpunished for it simply because the other team committed a personal.
But in Rule 4, AR 102, Team A is punished! Normally, when there are live-ball simultaneous fouls with time to be served by each team, the ball is put into play at the spot of the foul. But here, Team B is awarded a free clear. Thus, I think it makes sense to not punish the GK interference with a time-serving penalty.
