Player A passes to his teammate in the box. It tips his stick and then lands outside the box. Should the official continue the 10 sec count. I know if it lands in the box the count is off. But is touching a stick enough to end the count.

assuming that player A in outside the box? I'm really not sure but I think its up to the Official's discretion. I may be wrong though...

I don't have a rule book handy, but isn't possession require to be considered in the box? Tipping off of a stick would not denote possession.
By NCAA rules, yes, 10-sec count resets.
NCAA 4-14 "d. A loose ball touches anything in contact with the ground inside the planes of the attack-area lines (such as a player, the crosse of player who is touching the ground, an official, the goal or the net).
Note: The requirement for advancing the ball into the attack area is met when
the ball touches anything within that area. A player must be in contact with
the ground in the attack area to satisfy this requirement. An airborne player
who is above this area but not in contact with the ground is not interpreted as
being in this area."

RYU is right: new count, unless the teammate is airborne when he tips it.
